Unhealthy black pine seedling

I have been raising Black Pine seedlings, but a certain seed has had it tough. It grew too close to the surface and now I think the stem is not deep enough in the soil. Its stem is rather limp, and not very strong. I am still very new to gardening, and I don't know if I can, or how to re-pot the seedling so that it can get deeper in the soil. Any guidance is much appreciated. Here's a picture so that you can judge for yourself.

Indoors does not supply enough light, humidity, or breeze.
