Hi
I am a real amateur. I just planted seeds into the little soil pods. They have started sprouting (1-2 inches) and I am not sure when to plant them and move outside.
Also;
How damp should the soil stay.
Should I leave them on the window Sill.
( basil, dill, chives,tomatoes, hot peppers)
Thanks!

I saw the [/img]. Were you trying to post a picture? Instructions for that are in New to Helpful Gardener? under Helpful Tips and Suggestions for new members, but you can't upload them directly from your computer, they have to be on-line first at some kind of photo hosting site.
You didn't say where you are or what your climate/ weather is like. That determines when you can move them outside. But as soon as the weather is conducive, they will do better outside than on the window sill; not enough light there.
When you bring them out, they are tender and not used to full sun, wind, cold, etc, so they need to be hardened off gradually - bring them out just for a few hours in a protected spot, without direct sun the first time and gradually increase their exposure.
Soil should stay just damp, but not wet.

I transplant when I see roots growing long downwards and when I see roots start coming out the sides. Depending on how the climate is out side, I think the seedlings are ready for some good sunlight, maybe not direct sunlight but more light the better. I usually start my seedlings in a big seed starter on a big window sill and wait till theyre about 3 or 4 inches tall. With the herbs, I think they will be ok on the window for a while the might not fill out with foliage as much as they should but theyll grow for some good herbs. I would plant the veggies/fruits when I see the roots. you want your seed starting mix moist not wet. don't worry be happy with your grow. Be PATIENT.
