Leggy seedling question

I read somewhere that if you get a seedling that is leggy that you can plant it a bit deeper when you transplant and the leggy stem part will grow roots, anyone know if this is true?

One main cause for leggy seedlings is that the light is set too far above the seedling. Growing lights need to be no more than a couple of inches above the plant. After transplanting keep the lights right down on the top of the plant or they will continue to get leggy.

If you use the sun as your light source, you will get leggy plants because the seedlings are reaching up to the light source. Be sure to turn your plants quite often so they grow straighter.
