pansies doing well, primroses not so much

I bought a grow system from Burlington Gardens. It hold 72 4" pots. I used potting soil and planted both primroses and pansies. The pansies are coming up nicely but very few of the primroses came up. I re-read the directions and noticed it said to spread the seeds along the surface so I scattered my leftover seeds among the containers and still I am getting very little coming up. Any thoughts on what I did wrong?

Don't really know and primroses are not something I have ever tried from seed. But I know for the really fine seeds that need light to germinate like petunias and impatiens, you need to just scatter them on the surface and then very lightly press them to be sure they are in contact with the soil. Then they need to be kept moistened all the time so they don't dry out, before they have sprouted roots. I water from the bottom, but the surface planted seeds like that, I also sprinkle lightly once or twice a day.
