Those are your basic steps to start and avoid damage.
I moved my lights closer and it did so much better don't eye ball it.

I agree with heat mat, and keep lights very close to the plants and on 16 hrs a day. Not sure what "keep wet water" means. And generally you don't want to keep seedlings or most plants "wet," though seeds and seedlings need to stay more consistently damp than you would with say house plants.
But the biggest danger with seedlings is too much moisture, leading to damping off and other problems.
