Up potting seedlings

Is there a general rule of thumb for doing so? I have various seedlings growing well, just not sure when to up pot them. Thanks in advance.

Also uppot when the leaves start to overlap and block eachother's light.

I had some heath things going on in march last year after starting tomato seeds feb 15th. By the time I was home and getting around, they were 7-8 inches tall. I had planted 10 or seeds to a 4-inch pot, two different varieties. I just left them as they were planted instead of potting separately as I had planned. When it was time to put them out I hardened them off and then soaked the root ball for 2 minutes and just teased the roots apart with no real damage. So what I'm saying is tomatoes don't always need all the gentle care we give them, they're pretty tough.
