Will Seeds Germinate faster Out or Inside
Outside this whole week will be in the 85-84-and 80s, while the inside of my house is colder at like 70, Yea my house is pretty fd up, but will they germinate better outside or inside?

Yup, peppers will not do anything at 40 degrees, except sit there in cold damp soil and rot. They need a soil temp of 75. But the air temp doesn't have to be that, just the soil. So start them indoors on a heat mat. A regular heating pad meant for people from the pharmacy works just fine as long as it doesn't have an automatic cut off timer.
But your heater blowing warm air, will likely dessicate them. You do want some air circulation, you don't want hot dry air blowing on them. Just warm the soil up and don't worry about the air. Your 70 degree air inside your house will be fine for them.

Here's my trick with peppers.
I put them on my furnace is a unsealed plastic bag inside a wet folded paper towel. The heat sprouts them normally in a few days. I grew 4 types of peppers last year and had 100% germination. If you don't have the luxury of a cold Maine winter and furnace use a heating pad.
After they sprout then I put them in potting soil. This has worked magically for me.
Make sure you don't let the paper towels dry out and then use tweezers to transplant.

Moisture is the #1 factor in seed germination,so how much precip do you get or do you water? And as others have mentioned, soil temp is an important factor in germination. Once up, air temp is a factor in growth and vigor.
Peppers are slow to germinate, but catch up once they get going.
I'm jealous you can even consider sowing seeds outside in January!

Just moist soil is best to sprout seeds. Cover the box or flat with plastic till the seeds sprout then uncover. too much water is bad and will rot seeds or cause damping off! Temp 55 or above for tom and peppers. Even 60 or higher for peppers is best . Tom will come up in 45 degree temp but it may tke 2 weeks! 60 or above less than a week! Cole crops lower temp will work!

All the Seeds I Have outside actually germinate without any heat mat or greenhouse, the weather is pretty warm so that might say something, all my seeds germinated inside my house but took over a month to germinate, All Peppers, Now they are doing great, I took some outside because during the Day my house is actually colder in my room than the High 70s outside, I am growing alot of plants incase some die, but by the looks of it, I have too many Plants alive

They would have germinated a lot faster indoors on a heat mat. But then you would have had to work to harden them off to bring them outdoors and I always lose a few seedlings in that process. If your weather is such that you can just start them outside, then they are automatically adapted to outside.
A lot of good looking seedlings!
