I have a few dozen pepper and tomato seedlings that aren't looking too good.

The pepper's seed leaves are dying and falling off (is this normal?)
And most of the other leaves look pale, some have a purple tinge on the true leaves as well.

As for the tomatoes, they also look rather pale, and a bit purple as well.
The leaves are sort of curling up, instead of spreading out.

Also, I seem to have moss growing on the potting soil, is that bad?

I know that I've given them plenty of water,
and the fluorescent lights I have should be sufficient.

Maybe they need fertilizing?

Any help is much appreciated, I really don't want to lose these plants.

The seed leaves tend to fall off early when the plant needs fertilizer. 1/4 strength water soluble fertilizer works. "Moss" is from keeping the pots too wet, which can also affect root heath and nutrient uptake. What are your tempetures like?

The "purple" is normal in my experience for both jalapeno, tepin, habenero, and the tomatoes.

I used to keep my temperature between 25 and 35 degrees C.
Because all my seeds have germinated now I don't run the heater much,
so it stays at about 25 C.

Would manure tea work as a fertilizer?

I would let them dry out before doing anything else. Reducing the light for a day or so often darkens them up a bit too.
