Making a seed starting soil weedless!

If a seed stating top soil was kept wet for a month and tuned several times would that kill all weed seeds better than heating the soil? If the wet soil was kept at room temperature in a closed container for 30 days would that kill the weed seeds if it was turned also! The other method would be to to turn the wet soil in a small cement mixer several timesa weed to kill weed seeds so would that work better? I wanted to do this and add perlite and sand or spaghum and have a cheaper soil mix for even some raised beds!
