Natural light

Just started some sweet pepper seeds on heat pad on thick cutting board. when the plants come up (??????) I plane on putting them in a window facing the south, lots of sun when it is out. However, we have windows with UV protection in them, is this going to hurt my new seedlings, or should I just put under grow lights

I'm not sure about the UV protection, I suspect it cuts down on the light the plant gets. But with or without it, your peppers will do better under lights. Even if you have a full sun, south facing window, all the light is coming from one direction. So it is already half as much light on the plant as direct overhead lighting.
