hot pepper seedling in wick system

I'm trying an experiment, growing the same variety of hot pepper seedlings, one in soil, one in a wick system.

They are both growing indoors under grow lights.

In the wick system I am using coco coir with a microfiber wick.

So far I have only noticed growth is the soil seedling, which seems to be expanding each day and has developed a true leaf already.

The wick system seedling has basically done nothing, and the leaves are pointing upward.

What could be going wrong?

Could the moisture being provided by the wick be creating an environment too damp for the seedling? At this early stage, should I only be watering from the top when the surface is dry and keeping the reservoir empty, or do you think the lack of growth is related to another issue?

Thanks for your suggestions.
