water flowing problem solutions?

Hey everyone can someone offer me solutions to the next problem?
Because of the fertilizer that is in the water plants are starting to grow in the pipe, and the water is not reaching the plants.
How can I come with a solution that will notify me if the water is not flowing in the pipe? and that the water level is low.
