Turnip green seedlings

I planted turnip seedling this spring. When they matured, the turnip balls were above the ground. When I planted the seedlings, the roots looked like regular roots and I knew that balls would form. I planted th roots below the ground. Weren't the balls suppose to be underground? What did I do wrong?

You did nothing wrong; it is natural for the garden turnip and field swede to be produced close to the surface with a portion above ground. Unlike the potato, light will not cause any toxins to develop. If you want to there is no reason why you cannot earth them up to just cover them with a little soil.
You say 'planted seedlings'. Swedes and turnips are normally thinned out and not transplanted. Few root crops transplant well, some not at all.
