Anyone know what causes seedlings to develop white rings around the leaves?

Normally, anything white on a plant makes me think of mold, or fungus, or bacteria. Are they getting full sunlight or have they been kept shaded and damp?

The seedlings were kept in peat pots in a heated garage. They were kept well watered. The problem happened after they were planted outdoors. The weather was quite sunny for several days after they were moved.

did you harden the plants off before planting them outside? You may have stressed them and made them susceptible to a fungal parasite.
