FYI it has a growlight, and it is growing:)

Try planting some lettuce outdoors in the ground, in full sunlight!

Probably not enough light. You said you have a grow light, but it isn't visible in the picture.

Lighting for indoor plants has to be a lot and has to be right down on top of them, just a couple inches away:



Those are lettuce plants growing right up in to the lights....
