When to harvest peas?

Hello! I'm new to growing peas and new to gardening! I have a ton of pea pods but they aren't plumping up. They are just thin and long, we did plant a shelling variety so do they continue to plump up until they the peas are large enough to shell from the pod? Also I use fish emolsion 2-4-0, how often should I treat my peas?
