Will this "old" garlic form new bulbs?

Last spring (2016) I planted garlic early hoping for a fall harvest. It was planted near potatoes that completely grew over the garlic and blocked it from the sun, so the tops died off completely. I thought it was dead, but this spring (a year later), I had a whole slew of garlic - growing in bunches. I had to dig it up because the garden needed to be tilled. It looks like, last year, the garlic had continued to grow underground and form bulbs even with no tops, and then overwintered cuz I didn't dig it up, figuring there was nothing to dig up, and then this spring all the cloves that had formed started new garlic plants. I replanted them, but do you think they will actually grow into new bulbs? If it's not possible to grow, I would rather remove it all and plant new cloves.

Any advice would be much appreciated!

I am thinking it will make bulbs. I would let it grow.
Gardening at 5000 feet elevation, zone 4/5 Northern Utah, Frost free from May 25 to September 8 +/- Plant a Garden

Especially since you separated them, And they have a head start, I think these are more likely to grow better than cloves planted now.

...but normally, you should be planting garlic in the fall...
