A garlic pest you may want to look into, esp. in the NE

There is a pest that appeared in Lancaster County PA, and a lady in MD on another forum has had them in this last season, so it is spreading up here in the northeast.  It is the allium leafminer, which attacks any member of the onion family.  I haven't gotten it yet, but it is going to be here (it has already been found in Mercer county, N of me) so I am going to cover the doulble row of garlic and shallots with a hoophouse of Agribon, much like I do my peppers every season, to prevent pepper maggots, which are also caused by flies laying eggs on the host plants.  Since they also lay eggs on chives, I will be growing those indoors from now on.

Ugh! I do not want to hear this! Garlic was one crop I could definitely plant without having to worry about fencing/protecting from bunnies! :?
