Good bug/bad bug?

I keep seeing these things in the garden. They fly off pretty quick. I had a hard time managing to get the photo. Is it some kind of fly? Do I need to get rid of them? I've only seen a few but if they're bad bugs I can take measures to keep them in check. It doesn't seem very specific on which plants it visits. It doesn't seem deterred by any of my aromatic herbs. Anyone know what it might be?

I think it's a soldier fly. Good guy! Compost helper!

Feel like I need a little handholding though.

Maybe ¡potatoes! Can confirm?
