curled up leaves!!

:( ..Hi, I have a problem... my leaves are curling up like bubbling up.. even my new born seedlings are curling up..what is the problem and what should I do..

sounds like a sucking pest. Thirps, mites, aphids. look carefully under the leaf with a magnifier and see if you can see them. If this is a pepper. Spray it with sulfur spray under the leaves if you don't see pests, but you see bronzing. If you see some insects under the leaf. They can be green, or spiny brown, or even yellow. Those are aphids and you can use alcohol on them. Again do not use alcohol in the heat of the day. Make sure the plant stays in the shade for the day or the sun will burn it if it is over 85 degrees F. 29 C.
If you are careful you can clean off the undersides of the leaves with a swab and alcohol or water. On larger plants you can try to blast the undersides of leaves to dislodge the pests.

Imafan, I have scale on my citrus plants. When you use the alcohol, do you just lightly touch the scales with the cotton pad soaked with alcohol or do you actually rub them off clean? I was wondering if the alcohol will damage the leaves.
