Small white flies on bell pepper plants

I've been doing well so far regarding my bell pepper plants but I noticed a new potential pest. Underneath the leaves I'm noticing more and more tiny white flies that gather together in small groups and they leave a white powdery substance where they stay on the leaf.

Any suggestions?

is there also sooty mold on the leaves? A sure sign of white flies. Try Neem Oil. Spray both the top and bottom of the leaves.
