With my limited experience with Brussels sprouts, I discovered that they are aphid magnets!
If these critters are easily squished, you might do just that. And, if they are, easily squished, that would tend to identify them as aphids. Those things can develop into a winged stage but still aren't inclined to fly to get away.
Insecticidal soap kills aphids quite well. Spraying late in the day and rinsing in the morning is a good idea with soap.
