Kale In Spring Question

I live in NJ.

Last year I grew 3 kale plants. They seem to be of the perennial type with a long stalk.

The stalks are currently 2 feet high - and leaveless.

1. do these need to be replanted?
2. If not - should I trim these stalks?

hameljaime, welcome to the forum. Please put your location in your profile so we will know where you are. A pic of the kale plants would be especially helpful.
