I've never grown asparagus before until last year. Last year, I planted the seeds
and got lots of asparagus shaped toothpicks.
When the warmer weather returns, I need to move them to their
new place, but I don't have any details on when, or spacing. Do I
just wait until the last frost is past? Or a certain height?

Dig those one year old crowns as soon as you can. Do not let them start to grow. You will want to dig a trench about 8 inches deep 12 inches wide and put the crowns in the trench and cover 3 inches. Wait to fill the trench in fully until the fronds are up well. Crowns should be spaced 12 - 18 inches. You won't get any harvest this year. Water and fertilize for good growth this year. Next spring you will have harvestable shoots. The following year even better. Asparagus will give you great pleasure for many years. It is slow to get going though. Try to keep the weeds and grass out of it and mulch in the fall.
