What vegetables need water the most in drought?

It seems to me that the shallow root crops are the most effected! Lettuce really gets hit hard. I would say maybe corn and tomatoes may survive the longest! Vine crops are dying every day for me! I can't water some of my plants very much! The mulch around some of the plants seems to help!
