Beet question

My beets are really beginning to sprout and grow, my question are they supposed to be pushing up out of the ground or should I be putting soil around them as they grow?? I have really sandy soil and when I was young I don't remember them being out of the ground.

The way they grow is about half of the bulb is/should be underground. I've also seen them fully buried and been fine.
