Nope, probably not bugs and definitely not sunscald (which results in very pale white or tan thin crispy skin, not dark and mushy and rotten). Blossom end rot. Tomatoes are more prone to it, but peppers are in the same nightshade family and get it also. There's a sticky on BER at the top of the tomato section.
