Bell Pepper Plants- new growth has small, curly leaves

On 4 or 5 of my sweet bell pepper plants the new growth is very small curly leaves. It has been very dry here in Missouri, but I have a soaker hose in the garden and watered every few days. After I noticed the pepper plants and the funny leaves I thought maybe the soaker hose wasn't getting enough water to the plants so I've started using a regular sprinkler. Our soil is from a farm and is a mixture of broken down hay and cow manure, which has been in the raised beds for 2 years now. We had originally used the black fabric for a weed preventer but noticed it was cooking the plants so we took that off and just have straw down now. Not sure if that has anything to do with it. Anyway - I'm looking for suggestions/guidance and any/all help is appreciated :)

If you put the courser over the photo it will open a drop down box. From the drop down box select IMG code at the bottom. If you click it with the left mouse button, you should see it flash copied. Then you right click and paste here in message body.

Hope this makes sense.
