Seeds, compost, garden tools, fertilizer...
Also, for a 20' x 6' plot, how much compost and fertilizer will I need to buy?

Any garden center or nursery should have what you would need. many nurseries have plants already to go, no need for seed. Not sure where you are in Maryland, but there should be a Southern States, Agway, or Ace Hardware near by for tools and seed.
As for amount of Compost, it's hard to say. Depends on your soil mostly. A good starting point would be sq/ft x depth of compost / 324 to get your cubic feet of compost needed.
So 20x6 = 120sq/ft. 120x2" deep = 240/324 = .74. so you would need 3/4's of a cubic yard of compost. Half of that if you only want 1" deep compost. That's a lot of bags of compost. A tractor bucket or two in a pickup would be a lot cheaper. You can't really over do it on compost.
