soaking seeds?

I am soaking 4 O'Clock flower seeds that I want to start indoors (I know this is a veggie forum but I figured the principle is the same). If some of the seeds do not sink does that mean they are not viable?

There is a flower part of the fourms and a seed starting part. Ou might want to ask there for better answers and get a mod to delete this one. Good luck.
