Heatwave and VERY windy..Help with my vegetables..

Hi,
I would like to know what can I do...
I transplanted my vegetables last weekend and this week it is VERY windy (25mph) and VERY VERY hot and sunny(93-95f).
Tomatoes,sweet pepper,onion,cilantro,basil,and I have Marigold as well.
I water them every morning but by noon they are dried out,,I will start with mulch today but do I have to do anything else?Maybe fertlilize more than once a week?(I use 10-30-20).
I would appreciate any help in this matter..
