Bell Pepper Problems

I have a couple of issues with my bell peppers. I bought two starts that have both been flowering 3-4 weeks and one of the plants has a good size pepper on it. The plants look good, but aren't producing. Could this be a fertilizer issue or more of a pollination issue? Is there anything I can do to promote more production?

Also, I have two bell pepper plants that I started from seed that haven't flowered at all. They are a bit smaller than the starts I bought from the nursery. I wonder if one of the issues is a rogue cucumber that has taken off. It is not growing where I wanted it to do so. I didn't want to get rid of it because it is the only cucumber that took off, but it must have been from a seed that randomly found its way to the ground. I have another cucumber that I bought from a start that is doing well too, in the spot I wanted it to grow.

Is the rogue cucumber limiting the sun for the bell peppers or taking too many nutrients? Should I remove the cucumber? I have links a couple of pictures to illustrate the situation.

Yes, peppers need full sun. Those look like they are already getting shaded out by the cucumber. And the cucumber is going to get huge very rapidly, growing much faster than the peppers. So it will definitely, shade/ crowd out the peppers. Something needs to get moved!
