Zucchini Help

I have tried very unsuccessfully to grow zucchini the past few summers. I fear what has happened to me in the past is happening again. I had thought that was I was getting was powdery mold. As I look at pictures of this online I don't think that is what I have. The leaves of my plants (they are growing like crazy) have a see though almost film on them. It is not sticky or slimy. It is like someone sprayed hair spray on them. I have the same thing in two locations a mile apart. I have been spraying Earth-Tone Garden Fungicide on them since I planted them thinking I have powdery mold. It is not white or grey so I don't think it is. Whatever I have is exactly what I have had the past 2 summers. Please help me I hope that I can have zucchini coming out my ears as I have 3 good size plants. Thanks.

Squash and pumpkin stems and leaves have a fine hair {trichromes} on them.
If the sun hits the plants right they really show up and looks like powdery mildew from a distance.
When you look at them at the right angle it looks like a fuzzy gray coating on the leaves.

Did you have the film on the leaves before you started spraying?
