Wet Winter, Weak Peppers

An observation I have made recently, with having such a long and wet winter has anyone else observed store bought peppers being weak?

It's obvious you over water peppers they lose spice, we have all probably experienced that before. But shouldn't the farmers have a solution to stop this problem? I made Chili Verde last week, 14 Habanero's later it finally had a slight kick. Normally with this size of a batch 6 Habanero's would cause pain.

We had a moderately wet winter here, but the peppers don't seem to be afftected. The Habs havent matured yet, but the few jalapenos and cayenes I have picked early still have a normal kick that's in line with their respective varieties.
