I've noticed that my onions are starting to grow seed pods, and some of the grasslike growth is starting to turn yellow.
Am I close to harvesting these onions?

Onions are edible any time in their development. You can eat the bulbs, leaves, seed pods and flowers.
I have never grown onions in your climate, but here when they are done growing, the tops fall over. They can then be pulled and dried.
I would eat those that are growing flowers first. Those flower stems go through the bulb making it hollow and these won't store well.
Yes, I would say, begin your harvest. I like to use lots of the nice green onions before they even make a bulb.
