What's wrong with my beans?

I started my Spring garden and my beans came up like this. I live in Northern FL

I looked at a lot of pictures and this does seem to be bean seed fly. I don't see much about how to get rid of it tho. Any suggestions?
We got some old horse manure from our neighbor and put that in our garden. Could this be part of the problem?
I can't find much info about it except for some pictures. Thanks for any help any one can give me
