when to plant potatoes with straw on top?

I read about a way of planting potatoes where you just place them on top of the dirt, and cover them with straw, and let them grow that way. I see that you plant potatoes around June (in zone 7). Is that correct when growing them this way, or is there a different time to start? Has anyone tried this method and how has it worked for you?

Time to plant is earlier than that. In my Zone 6b, I plant in the first week of April. The timing that came in the instructions with seed potatoes is when the early spring soil warms to about 55ºF. According to phenology, 55ºF soil is when crabgrass seeds sprout, which coincides with when the yellow Forsythias are in bloom.
