I brought in the pepper plants into my solarium that are still producing, they have aphids, and my poor herbs were eaten down by some little green striped worm : https://www.chaparraltree.com/mn/caterpillar-stairs-lg.jpg
this is marked unknown but the critters I saw sucking up my sage and basil looked just like this. How can I get rid of them? and the aphids I'm spraying with 'soapy' water, but this just slows them down, I'm ready for insecticide. Please help!

Ladybugs are great for aphids. You may be able to find them at a Nursery, I buy mine from a local Farm.
What you do is make up a sugar solution and spray the ladybugs with it, then spray the plants and shake the ladybugs over the plants.
