Scallion and chive rust?

MOst of my onion greens and chives are getting orange spots. :shock: Is it some sort of rust, and what to do about it? Should I get rid of them and plant new ones? Specific fertilizer?

Thank you downworden. They just say to cut back and some other sites say to pull them all out and not to plant any onions there for 2-3 years...Just like with human diseases, I believe more in creating better conditions, than to try eradicate the spores, bacteria, virus, etc(although short term in crisis it might be useful). So I wonder what is my soil lacking, that that happened in the first place?
