Replanting after two weeks with onions and carrots?

When you plant onions and carrots and radishes it says to replant after two weeks every two weeks. How exactly do you do that?

Plant a short row.
Wait 2 weeks and plant a second short row.
Wait another two weeks, plant a third short row.

Etc Etc..........................

You stagger your plantings, so you get a staggered harvest.
