what's hurting my pepper plants?

Hey, new guy here. Been reading a few days now and am really enjoying the forum. I am having problems from my various pepper plants in containers. I have not noticed any damage to my other plants around the area. The only insects I have noticed near are a few typical black ants and then some type of fly. Sorry for the rough phone photo

their bodies seem to vary in color, from red, orange, yellow, green, with mostly clear wings. I am not sure if these are causing the damage or not, looking for any info on what is eating my plants and how to stop it!
