my onions are getting flowers and the boulbs are only 1" dia
what do I do???

snip off the flowers / buds and hope for the best.
onions are bi-annuals - the grow the first year, the second year the flower / go to seed. quality declines as they bloom / set seed.
if you planted "sets" - look for small bulblets - the larger set bulbs do tend to go to seed more so than smaller ones ( half inch diameter or so )
