My brussels sprouts got really leggy like that and it wasn't due to lack of light because I had a 400 watt metal halide light. I just uppotted up to the seed leaves when they started falling over and they were fine.

Your light fixture. Is it one light with two tubes :?: or two single light fixtures.

A flourescent light needs to be 1 to 2 inches above the soil when starting. Then move it up as the plant grows. Hanging the light fixture from two chains, makes the adjustments very easy.
