Is this fungus? What do I do about it?

I found this under my radish leaves today. I picked away most of it but what is it and where did it come from? I'm assuming fungus and maybe that it's been watered too much. It's the first corner of my raised bed and my kids love to help water the garden.

I'd say it is OK.

I'd probably move them though personally, for no particular reason, lol. Maybe because they're yellow :D
