NEEM questions

I did some research and most if not all find NEEM to be safe if used correctly, meaning not harming the bees.

I applied yesterday in the morning. It rained it's butt off yesterday afternoon, than again last night and into the morning. Should I reapply or let it go for a week or so? The bees are back in force but I did notice a grouping of yellow eggs on the underside of Broccoli leaf this morning as well as other little bugs that might or might not be aphids.

Also would straight up veggie oil or olive oil be as effective as NEEM? That stuff is expensive, I have looked and not bought it many times for, well since I knew it existed. I broke down and got some I believe I have powdery mildew in a bad way. :(

won't be spraying anytime soon too big ugly nasty waves of thunderstorms coming at us with a vengeance. My garden in already extremely waterlogged. anyone have a garden sized umbrella?
