Identify this pepper plant pest please! (photo)

Found a few of these on my bell pepper leaves. They have riddled a few leaves with tiny holes. I applied a concoction of minced garlic, cayenne powder, water, and a few drops of dish soap to the leaves. I hope it helps. The insects are about 3/8" long with black wings and lime green stripes running along them, and the body of the insect is bright orange.

Looks harmless. It might nibble, but is prolly benign.

It definately doesn't seem benign. I have found several and they have a long proboscis and leave what looks like tiny machinegun holes in my pepper leaves. Some of the damage is so severe that I have lost some leaves.

called the "four lined plant bug" (sounds like a scientific name my 4 year old would come up with!)

I'm sorry they're causing damage, but... what cool design on their carapace! Looks like a custom paint job on motorcycle. LOL Thanks for posting.
