Bugs eating my peppers

I haven't had any problems before with anything eating my peppers and now both the leafs and the peppers are getting eaten by some bug. I do insecticidal soap but that doesn't work. Any other good methods for common pepper pests?

if they are small green and white type things then its most likly aphids my jalapino was infested and I sprayed it with a soap solution and garlic. then the next day coverd the soil and give it a realy heavy hosing to drown and wash them off. and now it is free from aphids. I check every day now for new aphids and remove them .

my lettice I was about to pick today is coverd I'm gona try it on them.
