First picture is my tomato plant, second is my jalapeño pepper plant. Are they ready to be transferred? I live in NJ, and its been very rainy these past 2 weeks, raining and thunderstorming on and off every day.

The Jalapeños are actually a month and a half old, but didn't grow their true leaves until I put them by a brighter light source.

Please help!

Your plants are very leggy -- that is tall and thin with not a lot of leaves. This is a sign that they have not been getting nearly enough light. They definitely want to be outside in full sun. However, since they aren't used to it, they will have to be hardened off, transitioned gradually. Start by putting them out in an area that just gets say a couple hours of morning sun. Over the period of a week or so, you can gradually move them into sunnier areas.

Your plants have been struggling for a long time, not getting enough of what they need, so now they are kind of stunted. If the rain ever quits (it's pouring right now, AGAIN, where I am too) and it gets sunny and you plant them in good rich soil with adequate fertilization and take good care of them, they should pull through. But if you really want much crop this year (your average first frost date is probably mid to late October) you could just treat your self to buying some big healthy nursery grown plants and try again next year from seed. Incidentally, peppers are slow growing. I usually start mine indoors under lots of lights on 16 hrs a day in January.
