More unknown bugs in the Garden

I found a ton of an unknown type bug in my garden. There are hundreds of them on my Naval Orange Tree and a few scattered threw the rest of the garden.

The top bugs are the ones I have no clue what they are, but found around them where the bottom two bugs, so I guess if they are bad for the garden, at least they attract those who are good!

Hey, if the bugs aren't causing damage, I'd say let them be.
