Potato problems. Please help!

I decided to grow potatoes this year for the first time and it was going very well until last weekend when I noticed brown spots forming on the leaves and it's quickly gotten worse as the week has progressed. I've done some research online and from what I've seen, it looks like I have late blight! It's hard to believe because I used "certified seed potatoes" from a nursery and have them planted in large containers with fresh soil. I've lightly side dressed once with organic root crop fertilizer. I live in Reno, Nevada which is a very dry climate so we usually aren't plagued with a lot of fungal diseases, but we've had an unusual weather pattern lately with lots of thunder showers. Can anyone confirm what I have? If it is blight, I've read to cut off all the foliage in the hope it doesn't spread to the tubers or spray with a fungicide. Any suggestions?

Looks more like sunburn or a chemical burn, but removing the affected leaves would not be a bad idea.
